This position is Wellington based. Applicants outside Wellington will only be considered if they are prepared to work a minimum of four days per week in Wellington.

About this role | Mō tēnei tūranga
The Chief People, Capability and Culture Officer leads the design and implementation of people-related activities across Te Tāhuhu o te Mātauranga | Ministry of Education, aligning the people strategy to the organisation’s goals and driving a positive workplace culture that enables people to grow and supports performance.

The role will define and lead the Ministry’s people and workforce strategy, and advise the Secretary and Te Pou Tokomanawa on people-related issues, organisational performance and workforce health. It will oversee human resources activity across the employee lifecycle, including organisational development, people operations, workforce planning and analytics, learning and development, safety and wellbeing, human resources advice, payroll, and employee and industrial relations.

You will lead a programme of culture and capability improvement, strengthen strategic business partnering and support leaders to build ownership for workforce development and planning. You will also improve how digital, data and service design are used to create a customer-centric and integrated People function.


About you | Mōhou ake
You are an experienced senior People leader who has set strategic direction and delivered meaningful organisational and workforce change in a large or complex organisation. You bring strong organisational development and design expertise, and a record of improving culture, employee engagement, leadership capability and workforce performance.

You combine strategic people leadership with strong operational human resources experience. You are credible in complex employee and industrial relations environments, confident at executive level and able to use workforce data and insight to support decisions. Your leadership style is collaborative, values-led and focused on building trust, capability and measurable improvement.


You will bring:
  • Extensive experience in senior human resources or people leadership roles in large or complex organisations.
  • Experience setting the strategic direction for a People function and delivering against strategic objectives.
  • Strong organisational development and organisation design expertise.
  • Experience leading workforce strategy, planning, analytics and capability development.
  • A record of building strategic business partnering and business ownership for workforce development.
  • Experience leading culture, engagement, leadership and organisational change programmes.
  • Strong operational human resources experience, including complex employee and industrial relations.
  • Experience with service design, digital and data approaches that improve efficiency, effectiveness and user experience.
  • The ability to lead inclusive and diverse teams and create a safe, open and responsive culture.
  • The ability to operate confidently at executive level, manage challenge and progress decisions at pace and quality.
  • The ability and willingness to adhere to and promote the Public Service Standards of Integrity and Conduct.
