Te Tari Pūreke – Firearms Safety Authority is New Zealand’s Firearms Regulator. Our Vision is to ensure the possession and use of firearms in Aotearoa is the safest in the world. 

To achieve this, Te Tari Pūreke has four core functions: effectively implementing the firearms licensing systems; managing the Firearms Registry; educating people to enable compliance with their legislative responsibilities; and promoting the safe possession and use of licensed firearms.

About the role 
The Director - Service Delivery is a key leadership position responsible for setting and leading the operational strategy and approach for delivering efficient and effective arms regulatory and registry services across New Zealand.  

As Director, you’ll define and lead the operational group responsible for delivering Firearms licensing services, and the newly established Firearms Registry ensuring that processes are streamlined, responsive, and aligned to the organisation’s strategic objectives.

As a collaborative member of the Arms Leadership Team, you will take collective responsibility for the running of Te Tari Pūreke and any innovation/s needed to lead the business unit into an emerging future.

You will work closely with the Director – Regulatory Compliance and Investigations, the Director – Partnerships and Communities and Director – Business Transformation to ensure operational strategies are informed by both community needs and compliance requirements, and Te Tari Pūreke transformational changes are achieved.

As the Director - Service Delivery, you will be a prominent leader within the organisation, engaging closely with internal teams and collaborating with key external operational stakeholders. 


Key Deliverables:
  • Lead management of operational delivery of all regulatory service activities (such as licensing, registration, permitting and alike) required by the Arms Act, regulations or deemed in scope through consultation with the Executive Director.
  • Lead the Service Delivery directorate to deliver responsive, risk-based regulatory services and meet accountability requirements.
  • Lead and enable leaders to deliver through their teams at the national, regional and district level to ensure service delivery expectations are being met.
  • Embrace the unique strengths and insights of the Arms Leadership Team [and other senior leaders] and be prepared to lead people and/or work that sits outside the directorate when required.
  • Be aware of the dynamics, challenges, and opportunities of the whole business unit and across the Firearms system so you bring an informed perspective to the leadership table, especially when collective decisions are required.
  • Strong communication skills and proven ability to build and maintain strong relationships.

We as the regulator, collaborate closely with both the Ministry of Justice and NZ Police. The Ministry of Justice is responsible for policy advice and system oversight and NZ Police is responsible for law enforcement function.

The successful candidate will be an energetic and dynamic leader with extensive experience managing complex operational environments and a strong focus on service delivery. 

As a proven change leader, you will have a track record of driving transformation in challenging settings, with the ability to clearly communicate the ‘why’ and inspire others to embrace change. Your ability to co-lead and collaborate on decisions beyond your immediate area of responsibility will be critical to your success in this role.

With evident senior leadership experience, in a complex operational setting and experience implementing national-level operations you will bring a wealth of experience to Te Tari Pūreke. The successful candidate will ideally hold tertiary qualifications in business or management studies.

This role is set at Strategic Leader level, this means your key purpose is “to lead the strategy, Our Business, and enable our people to deliver it”.
