Crown Infrastructure Delivery (CID) is a Crown-owned organisation providing a range of infrastructure services from delivering nationally significant infrastructure projects to expert project management and support services (including scheduling, finance, risk, and reporting), Infrastructure advisory services, Business case development and drafting and asset management strategy and operations for central and local government organisations across Aotearoa. With offices in Wellington, Auckland, and Christchurch and work around the country we are growing our capability and culture.  

 
Mō tēnei tūranga mahi | About the Role 
Crown Infrastructure Delivery (CID) has created a new Head of Business Development role to drive the organisation's growth across central and local government. 

Reporting to the GM Policy, Property, and Business Development, this is a hands-on, senior leadership role combining direct business origination with building and leading CID's business development function. You'll spend significant time in market, developing relationships, opening doors, and securing new clients, services, and projects, while providing leadership, direction, and momentum to CID's existing BD team. 

Working closely with senior leaders across CID, you'll translate organisational strategy into a strong, deliverable pipeline of opportunities, taking personal accountability for priority opportunities from first engagement through to contract award. As CID continues its evolution as a fee-for-service crown-company, this role is central to securing the organisation's future growth. 

You’ll also: 
  • Develop, implement, and maintain CID's business development strategy and operating plan 
  • Build and maintain trusted relationships with senior leaders across Crown agencies, local government, and industry 
  • Build and maintain market intelligence on government investment programmes, panels, and procurement environments 
  • Lead, coach, and develop CID's Business Development team, embedding scalable systems and processes 
  • Represent CID at industry forums, conferences, and events 

Ko koe tēnei | About You 
You're a credible, commercially minded business development leader who knows how to win work in probity-sensitive environments and build a team around you. 

Your background includes: 
  • Experience building, leading, and scaling business development or sales teams  
  • A strong understanding of public sector procurement, investment, and contracting environments, with the ability to operate credibly within Crown and government contexts 
  • Strong strategic thinking, commercial acumen, and high-level relationship management skills with a results-driven, accountable approach 
  • A proven ability to work closely with executive and senior leadership in shaping growth strategy in probity-sensitive environments, balancing commercial ambition with reputational and governance requirements 
  • A relevant tertiary qualification or equivalent senior commercial experience, with a minimum of 10 years in business development 
  • Experience in professional services, infrastructure, construction, or consulting is preferred
