A senior technical leadership role focused on designing robust cost recovery models for large scale regulatory systems.
About the Role
This role leads the technical design, implementation and governance of cost recovery frameworks supporting significant regulatory change programmes.
You will be responsible for translating legislative requirements into operational charging mechanisms and scalable systems. Working across policy, operations, finance and digital functions, you will ensure cost recovery arrangements are technically sound, transparent and fit for future application.
The role sits at the centre of a complex reform programme and includes accountability for system design, financial integrity and delivery assurance.
Key areas of responsibility include:
- Developing and implementing cost recovery frameworks linked to new legislation, including technical interpretation of legislative intent and development of charging methodologies.
- Designing and operationalising a cross-sector certification charging regime, ensuring consistent application across industries and operational contexts.
- Supporting the technical review and phased implementation of levy mechanisms, including those administered through multiple collection pathways.
- Evaluating and advising on alternative charging models such as volume based, throughput based and premises-based approaches, with consideration of equity, scalability and system impacts.
- Leading technical input into public consultation on fees, charges and levies, including development of consultation material, submission analysis and support for approval processes.
- Producing annual cost recovery reports across multiple sectors, ensuring financial modelling, forecasting and data integrity are robust and defensible.
About You
You are a technically confident leader with experience designing or overseeing cost recovery, pricing or levy frameworks in complex environments.
You bring a strong ability to translate legislation and policy into workable systems and are comfortable working at the intersection of finance, regulation and operations.
You will ideally have:
- Experience leading technical teams or specialist functions
- Strong knowledge of cost recovery principles, charging models or levy design
- Experience interpreting and operationalising legislation or regulatory frameworks
- Advanced analytical skills with experience in financial modelling and forecasting
- Confidence engaging with technical and non-technical stakeholders
- A systems focused mindset with strong attention to accuracy and detail
- Experience in regulatory, public sector or large-scale complex organisations is highly desirable.
